'atlasboard new' fails installing dependencies on Win7 x64 w/ Node 5.4.0

Hey,

I'm facing exactly the same bug as #61 but i've seen that it's been fixed in 0.12.0. Is this behaviour compatible with Node 5.4.0? Note that if I run 'npm install' in the dashboard folder as require, it works so it's probably just a command issue.
