Allow for increased frequency of thread dumps or custom settings in GUI

In some cases it may be useful to capture thread dumps in shorter timeframes like 2 or 3 second intervals. This is the case when trying to troubleshooting when something is simply slower than expected and takes maybe 10-20s to load.

Currently it's possible to use custom settings via the REST endpoints, but the GUI has defined frequencies with 10 snaps in a minute being most frequent. This is once every 6s, which would not be useful when capturing loads that take 10-20s.
