Components fail on IE11

Parcel is currently generating code with arrow functions, which IE11 fails to parse.

• Added .babelrc file

• Added babel packages

• Include babel polyfill in index.ts

• Included Optional polyfill.js for supporting Symbol.toStringTag in IE https://developer.mozilla.org/en-US/docs/Web/JavaScript/Reference/Global_Objects/Symbol/toStringTag

• Added scripts to build index.js and babelify the final output in /dist.

• Merged in feature/support-for-ie11 (pull request #1)
