Start work: Issue status dropdown is missing

1. Go to a Jira issue
2. Press “Start work”
3. Check “Transition issue”

Expected result: A dropdown with possible issue statuses appear.

Actual result: The dropdown doesn’t appear in 2.3.0. (Only the “Select new status” label.)
