vidforward: notify watchdog

We will try to regularly notify the watchdog. This will probably be in the form of a routine that will keep track of the requests that have been made to vidforward. Each request handler will send a signal to the watchdog notify routine on entry and on exit. If duration between notify and exit signals exceeds a threshold, the watchdog notifier will halt until the exit signal is received. If this halt exceeds the watchdog timers threshold it’ll cause a restart of the service.
