Programmatically schedule and configure streams using the google YouTube API

Currently, configuration of a youtube livestream is a fairly manual process. We wish to implement programmatic control of youtube streams from our underwater cameras i.e. scheduling and configuration, using the YouTube API. This will be important in ensuring consistent stream start times and management of simultaneous streams.

This issue will involve several sub issues (to be referenced):

Authorization of API to access a google account: issue #106.
Setup of youtube broadcast and stream: issue #107.
Integration into vidgrind: issue #108.
