broadcast.go: slate off cron causing issues

Looks like the slate off request to vidforward is not completing. I noticed in vidforward logs that the control handler becomes unhealthy, so there’s something about the request that vidforward doesn’t like, causing hang, and then causing request to fail, and then causing the startup of the main broadcast to fail.
