Add a flag to skip initialization

In view of kriging applications, it might be useful to completely skip the initialization and add points from file. This is required to use load_csv without causing initialization issues

No change to user code. If the user opts to not initialize, then the initialized bayes opt will return an object with empty population Should resolve issue #32
