RFE: remove `--enable-issue557-workaround`

Paul Hargrove created an issue

As I mentioned today in issue 557, the corresponding GASNet-EX bug 4485 was never actually present in the develop branch of GASNet-EX. So, there is no need for the UPC++ configure option -enable-issue557-workaround or the C++ logic it activates. This is a request for their removal.
