Settings and actions menu for FileCommander

Have FileCommander open a "settings and actions" popup menu on MENU rather than going directly to the settings screen, similar to the MENU popup in ChannelSelection.

Like ChannelSelection allow the use of the same buttons used in the main action map as shortcuts in the popup menu where possible.

Fix issue #678: Settings and actions menu for FileCommander

Add context menu on the MENU button to replace going direct to the settings screen. The context manu allows short-cut button access and normal menu access to the settings screen and actions on the INFO button, number and coloured buttons.
