JavaScript: why huge variable "LocalizedStrings" in each page?

Why do all pages currently contain a variable LocalizedStrings which contains a huge list of strings? This blows up the content tremendously and does not allow browsers/proxies to cache this static content.

some background: Google recommends to embed small javascript into the content to speed up page load (https://developers.google.com/speed/pagespeed/service/InlineSmallResources). Unfortunately we forgot to update the configuration of the message tagx file after removing the old layout. As a result the development version was loaded which, by default, includes all message sources.
