Implement the jpeg2000 codec

Paolo Brandoli repo owner created an issue 2017-01-28

Implement the jpeg2000 codec using the openjpeg library.

The codec will be transitional, until a native Imebra Jpeg2000 codec will be available.

The new codec should be optional, meaning that it should be explicitly included in the library.

@woshijun92 The Jpeg2000 decoder is based on OpenJpeg version 1.3-1.5, which can be compiled for OS-X and iOS.

I'm also modifying Imebra to work with OpenJpeg version 2.X, also compilable for iOS (e.g.: https://github.com/richstoner/openjpeg-framework-ios)
