Ignore the transfer syntaxes in the Acse Presentation Context Item Fields if the reason field is not "acceptance"

acseItemPresentationContextAC should ignore the transfer syntaxes if the abstract syntax is not accepted.

Currently it parses the transfer syntaxes and then throws a "corrupted message" exception the returned transfer syntax may not match any of the proposed ones.
