For DICOM encoded images force bits allocated to 1, 8, 16, 24 or 32, aligned with word or byte boundary

The DICOM standard specifies that the bits allocated for non compressed/non encapsulated transfer syntax should be 1 or multiple of 8, aligned with the tag VR boundary.
