Imebra switches transfer syntax to implicit when a tag is not recognized. It should just parse the unknown tag.

Imebra switches the transfer syntax to implicit when reading a not recognized tag.
This causes an error when parsing unknown tags: instead unknown tags should just get the UN VR (unknown) and the switch between explicit/implicit VR should happen only when reading the first tag.
