When the transfer syntax as implicit VRs then the VR for image data should be OW

Issue #74 resolved
Paolo Brandoli repo owner created an issue

At the moment the VR for the image data is calculated accordingly with the number of bits allocated, while is should always be OW for transfer syntax that have implicit VR
