key rotation operation creates a 2nd access key instead of rotating existing key

When key rotation is attempted on an IAM user account with only 1 existing access key:
keyup --profile williamh --operation up
Instead of rotating the preexisting, expiring access key, keup
creates a second access key
where none currently exists:
