Collapsing of Metaphysics section in Science does not save

When Trade (race) sections or Workshop (crafting) sections are minimized they are saved when swapping tabs, this does not apply to metaphysics when going off and back onto the science tab the Metaphysics section will re-expand.

• Show purchased metaphysics perks even if you don't have metaphysics tech
• Remember metaphysics panel's collapsed state - fixes issue #21
