Tier3+ items uncraftable by engineers

Former user created an issue

Since commit 938a432, engineers cannot craft items of tier 3 and plus (with Factory Optimization) because t3CraftRatio for example is 0.

Without Factory Optimization, I suppose no items are craftable at all by engineers.

Should txCraftRatio be at least 1 ?
