Pull request status should be visible to the author

Typically author of a pull request will not have REPO_WRITE permission. However, if there is a conflict (i.e. pull request cannot be merged automatically) notification will be shown to a user who can merge (i.e. has REPO_WRITE permission). This is silly because it is typically authors responsibility to fix merge problems with pull requests.
