Use system Scales as scoring for the assignment

The system provides scales to be used as scoring eg 0->5, Pass/Fail etal. If a scale is used as the assignment scoring. display the scale values on the peer grading form. ie the radio buttons are labelled using the scale.

    allow any system scale to be used as the scoring criteria. Fixes #16.

    Limit the choice to the scales, removing the dropdown that also offered the 'point' scoring. Code still left in to potentially add the points type back in.
