Notify late submissions not implemented

The setting “Notify for late submissions” is not being used.

We understand that this is probably a carry over from the initial work based on the assignment module, and may not be required.

@Jeremy Hopkins would you please advise whether this needs to be implemented?

If yes:

• Who should be notified?
• What would be the notification content?

@Frédéric Massart I think this would be a nice feature to have, however I do not think it is one that would be widely used. I am also conscious I have added some other new items to the issue tracker beyond the original spec so think we should probably just remove this setting?
