Prepopulate criteria from predefined templated criteria

Initially create the criteria based on the EEC criteria, but offer the ability to populate from a defined selection.

This could extend to admin settings that allow definition of templates that becomes site-wide reusable. Import / export of criteria via a text format /XML

This is out of scope for the time being, if we get more time / funding we could look at putting this feature in but when we last considered this it started to get quite complex.

A work around is to use backup / restore / import / duplicate features in Moodle.
