Unread course announcements still appear when read

May need some discussion but currently the code continues to display course announcements that have been read. To change it to only display unread announcements is simple enough but consider possibly adding a period (say 3 days, or make it configurable) in which to continue to show course announcements that have been read.

Can we drop this feature entirely so that the read / unread status has no impact i.e. all posts show within the specified timeframe regardless of whether they have been read or not.

This should be done regardless of the context (site or course level).

Fix #23 and Fix #24. Final commit following testing. This change fixes an issue with posts not displaying within the time period that has been set.
