Fix toggle on mobile

On mobile there are issues with both "tools" and user drop downs. In each case you cannot click the text to expand.

In the case of tools you must click the icon. In the case of user profile you must click the profile icon or the down arrow next to it.

From memory a span must be set to enable the event on the text on mobile.
