Improve course title scaling fixed vs zoom

The lenght of course titles is limited in the header but this does not adjust to the device or to the screen size (full screen or fixed width).

Thus is you move to full screen the title stops part way across the page when it should make use of the full space availlable.

Fix #113

This does not make zoom scale as originally hoped as the css is using a max width.

For now I added a setting to allow it to be controlled more easily.
