Make Number of News Fields Definable

Jeremy Hopkins created an issue

We should make the number of fields available under "Frontpage Ticker" definable. Currently it is hard coded for two fields (designed for staff / students). If this were definable it would allow us to add more should we need to, for example targeting messages by faculty.

This is a similar change to that proposed in #218
