Expand footnote to full width for non-admin users

Actually the system buttons area is always displayed even for non-admin users.

For non-admin users footnote should be displayed at full width.

If you turn performance info on under "developmemt" the page load time shows in the footer and we need to keep that.

The footer sections work well for us as they are and I dont want to change them.

Could this be added as an option rather than changing the default?
