Add settings page for course layout

We would like to alter the style of course sections changing header background colors, border styles etc. Rather that override css we can add another settings page for this.

Initial commit for Fix #384 - adds setting page, applies most styles, need to finish radius for headers and possibly split top / bottom radius for course sections.
