Header height has a 'hidden' limit

If I set a header height at for example 44px, I don't get it. The height is limited by the rule for #page-header with 'min-height: 82px'

I manage to improve it with a custom CSS for #page-header (on the screenshot below it's switched off) but I think it's worth changing the code.
