Broken layout while editing a course topic

This is a persisting issue: when a topic is in editing mode the region-main gets an extra margin from the left hand side that moves the whole content to the right that results in horizontal scroll bar.

This is what I get regarding these issues after the update of the master branch some minutes ago and purging all caches.

For the topic editing view there is still the left hand margin of the region-main that moves the whole content to the right and results in horizontal scrolling, see the screenshot.

The grader report view now has got right positioned blocks. It adds consistency to the site look with right positioned blocks everywhere but makes visible the general issue when the report table sticks out of the region-main and lies over the blocks, see the screenshot. With blocks from the left hand side it causes just a horizontal scrolling.
