Add Block Region to Course Page, Option to move sideblocks to bottom of page

1. Investigate adding a block region to course pages below the breadcrumbs.

This should apply only to course front pages.

Ideally this would use our region builder process to add a single "row" of blocks using the same control we have for building layouts on other pages.

Note: other change to move side block above footer move do new issue #715

Tested on 3.2 and 3.3 and seems ok. It will have an individual block region for each course when enabled in the settings. Is this correct? If so, please can it be tested and merged into Master?
