Add Block Region to Course Pages

Add a block to hold the news ticker in course pages. This should be in the content region where the "hidden course" announcement appears currently (or below this alert).

The block should have a distinct name from other blocks added via layout builders, perhaps actually call it "news_slider_region" or similar.

This region needs a specific name that will allow us to add the block sitewide.

The region will need to be visible on the front page of Moodle too so that it can be added site wide.
