Show older submissions on the same page with the current one (not in the tab)

I find it completely misleading that older submissions are listed in a separated tab of the submission report.

For many courses the submission process looks like an interaction with a student, you give feedback, student fixes problems. Therefore it is extremely important to see your previous feedback to not waste time reviewing things you have already reviewed. Right not I have two problems: 1. Sometimes I don't realise that it's not the first submission (the only indicator on submission report in "Submission N" label that is easy to overlook). 2. I have to switch between tabs a lot to remember what I checked and what I should write.

Proposal: remove "Older submission" tab and put the list of previous submissions after "Update review" form in reverse order.
