Comments field for submission

Every so often students want to leave a comment about their submission. It can be an aswer to a grader's question or a clarification of the solution or an excuse for not submitting anything substantial. Currently all these comments are left as README files that looks sort of ad hoc.

I propose we add "Comments" field to the submission together with the uploaded files. Valid submission is the one, that has either text in "Comments" or uploaded files.

Possible problem: comments should probably be preserved in the archive with all the submissions, so we should create some internal FIRE_COMMENTS.txt file with it.
