Clay pit flooded

I am finding it difficult to maintain a clay pit in mission two. The pit becomes flooded only a minute after building it, and continues to flood and collapse every time I rebuild it. I understand that this can happen if the pit is too close to water, however, the game will not allow me to build it any farther than I already have (2-3 squares away from the river/stream). Is there something I'm doing wrong or is this a bug situation?
