i had a prefect right in the middle of all this. I don't see how with him returning to his post every however long, it would not keep them from catching fire.

Yep, Flinger is right, that could happen.
This is not a bug.

repo owner Prefect/Engineer go to summary maximum level (fore/damage) district, it's a problem when we have many small houses (sample 9 houses and 1 farm) 9 houses* 50fire = 450 > 90 = 1 farm * 90fire. In result house are saved even those not need to inspect, farm is burned. I need some time to fix this. Yes it is logical bug.

Actually, it is possible. If he goes up into the city he won't be preventing fires into the lower farms. I've had that happen to me in C3 as well. Could be tuned in Caesaria, or you can always go with the workaround: Always build engineer/prefecture at the end of the road, forcing the workers to go through the farms to get anywhere.
