Oil and olives problem in Capua

The cart pushers of olives don´t place the goods in warehouse, just in oil workshop. When each oil work top stored units, it is supposed that olives should go to Warehouse. But the cart pushers are stopped in front of olive farm.

Same thing with the oil workshops. I can´t fulfill emperor desires if I don´t have the oil in warehouse.
