Library cannot be placed

During the Capua peaceful Mission (3), the Libary is unable to be placed. The user is able to select the Library, but no image, not even the black-out texture appears, They are given a price of 0, and no grid appears to show the user if it can be placed or not.

STEPS TO REPRODUCE: 1. Load Game 2. Play through until able to chose Capua for Mission 3 3. Attempt to place Library building.
