Roadblock cant construct while cititizen on tile

I'd also like to suggest that building road blocks onto existing roads should be allowed even when a person is walking there. Whenever I want to place a road block it takes me several attempts until I get it to the exact second no person is on that spot. If I remember correctly that was a feature in the original Ceasar III...
