Granary instructions

Granary instructions keep resetting themselves, I have tried both "refuse goods" (which works, but the 1/4,2/4 etc resets itself to 1/4 after a few seconds) and "emtpy granary" which has no effect at all.

I also gave the warehouse order to "get goods" but nothing happened (a granary nearby, at this point was full of the goods requested).

fixed #882. Now granary correct work with "deliver mode".
