Deactivated industries keep the workers inside

At the trade page, industries can be deactivated.

If this is done, the industry stops, and no more products are made. But the workers keep being inside the industry.

Deactivating an industry was used in C3 so you can "move" the workers from an industry to another one, some times in response to Emperor's request (i,e,, Emperor requests you Pottery, so you deactivate your furniture industries and activate your pottery industries, so workers from the first one are available to work in the second one).

    Yes.

    That was used to switch between some industries.

    You deactivate one, so their workers are (temporally) fired, and they are able to be reassignated to another industry that was previously deactivated and now you active it. This way, Employment doesn't lose his mind :)

    At least, that was the way C3 worked, if I remember correctly.

    To clarify this: The workers should be fired, and they should NOT be counted in the Employment Adviser page as needed workers, as the industry is deactivated
