Add Preferences to the drop-down menu under the global File menu option. The Preferences dialog will store default directories patterns and measurements, and options for language and auto-save (moved from the dropdown menu under the global Pattern Piece menu option).

Because we don't have much options right now i moved full dialog "Options..." to File->Preferences.
