New tool for Point from arc and tangent

Need new tool to create Point from arc and tangent. Use case: User selects center of arc. User enters arc radius. System displays arc. User selects point outside of arc. System shows 2 tangent lines from point to arc. User selects which tangent point on arc to use.

Point A16 should be perpendicular to the side seam. Line_A16_A15 should be tangent to an arc with center A17 and radius of length Line A17_A16.

The Point from Arc and Tangent tool should allow selection of center (A17), entering the radius, and selecting the outside point (A15)
