measurement file handling (fall back)

I have noticed that the val files seem to have a full path for a measurement file. this is a bit of a problem when the file is being used on a system that is not the original. Can somebody edit the code so that if the file is not found in the given location that the builtin folder be used??

ie if "/home/dismine/CAD/build-Valentina-Desktop-Debug/src/app/bin/tables/standard/GOST_man_ru.vst"

is not found then the %program_root%\tables\standard folder should be checked for a file with the given name
