No bulk-editing footer pop-up when using Tiles format

We just upgraded to Moodle 4.2.3 and the Tiles course format is at version 4.2.0.1. This format is wildly popular on our campus. When we have editing mode turned on in a course with Tiles, and attempt to use Bulk Editing the sticky footer pop-up that contains the bulk editing controls does appear, rendering the feature useless. In inspecting the page, the necessary div is missing from the code.

Thanks for the report. This will be fixed in the next major release for 4.3 due early next month (which will also be compatible with 4.2).
