Page resources on date-restricted tiles do not display their contents to site administrators

To replicate:

1. Create a new course with at least one tile
2. Restrict access to the tile by date to a month in the future
3. Add a page resource to the date-restricted tile, add some text or a picture to the page resource and save it
4. Turn editing off
5. Click on the page resource - the page will load as a pop-up, but no page contents will display

Switch the course to Topics format, and the same date-restricted page will load its contents as normal.
