Range Check Error in SimpleStringHash (dwsWebUtils)

Former user created an issue

Please start new project. In uses section add dwsWebUtils. Next enable option: Project options -> Compiling section -> Runtime Errors -> Range Checking. Now compile and run project - An error exception will be thrown.

Tested on WIndows 7, Delphi 10.2, master version of DWScript.
