summit is lacking submitscript, runscript, optionlist

Currently there is a file summit.ini in simfactory which refers to summit.cfg, summit.run and summit.sub. However those three files are missing.

The missing files are promised to be provided for next week.

If the files are missing by feature freeze, summit will be temporarily removed from simfactory.

Summit removed from list of supported machines for ET_2020_05. Updated files were added but not tested and vectorization fails on the freeze date.
