[Research] Move DARPA roads to obj

• Andy: Send e-mail to confirm that OBJ can be parsed in Drake

• Convert the DARPA roads to a mesh (presumably obj) that can be loaded in Drake.

Some progress to show:

Junctions and perimeters are not implemented yet.

This has been done reusing code from the RNDF_Gazebo_Plugin. I get the generated points used for the roads and load them into a file in the Wavefront obj format.
